Russia was fine with including the terms of the partial cease fire but made absurd additional demands that were essentially a poison pill to force Ukraine to reject the counteroffer. That means there never was a cease fire agreement.
Russia proved it by continuing the bombing.
A 30-day ceasefire is an enormous favor to Russia, when Ukraine is not getting any significant help.
