In theory, if he actually finished and released his game relatively soon, he could do whatever he wants still.

Steam itself isn’t online only drm. It literally has an offline mode and as long as the games themselves aren’t online only you can play them offline.
Along not all games on steam are DRMed it’s on the developer to put DRM on the game or not.
